Parish Council: Meeting minutes

Minutes of Meeting held on 3rd January 2006 agreed as a true and accurate record without amendment.

Open session

Richard Gethin presented an update on the A428 road improvement scheme. In summary: The New Road should open in autumn 2007. There will be around 150 people working on this road construction by summer 2006.

Hardwick has a dual roundabout system, with the new road underneath in a cutting; there will be removal of a section of the existing A428 Hardwick will have a public footbridge linking to the redirected public right of way on the Dry Drayton field side to replace the existing right of way.

Acoustically, Hardwick will benefit from the road being in a cutting and slightly further towards Dry Drayton, in addition the new surface should be quieter. Further towards Cambridge noise will be mainly unaltered.

There will no longer be the turn across the A428 to allow access down a farm track near to the Madingley Roundabout; this track has been diverted to come off Madingley Road.

Similarly an access track will be built at Childerley.

Some great crested newts have been found and protected, close to the works.

The Hardwick Primary School will be offered a talk on road building and engineering. Mr Gethin was thanked for his project update.

Matters Arising from previous minutes (for information only)

Jim Rogers has reported that the overflow from the village pond to the manhole cover is clear. However from the manhole cover to the surface water drainage is blocked. Mr Rogers suspects tree roots as he could only manage to get a rod through once. It was agreed to get this jetted.

Chris Fuller updated the meeting on the position of the Cricket Nets. SCDC require a precise location which will be detailed to them in the next couple of days. The Tree Officer does not anticipate any problems if the net location is close to where it is now. Chris Fuller has heard from ECB and the schedule is to get the nets installed before the summer cricket season.

The Cricket shed which was vandalised is to be dismantled. The damage caused to this is still an ongoing investigation.

Agreement over payment for the Toft Road hump has been reached. Hardwick Parish Council is expecting an invoice from CCC for £4,275 after completion of the hump with ranch style gates and any other required markings.

No further news on the street light payment but indications are this may be going the legal route.

Youth Participation Group. This group needs to improve its organisation and administration. A preliminary meeting followed by an open meeting is planned. The Open meeting is to be held on 9th March at 7.30pm at HSSC. The group must recruit a Chairman, Secretary and Treasurer.

The Youth Parish Council was discussed. One idea was to hold this Youth Council in Comberton Village College, perhaps during a lunch time with the group Chairman reporting at the start of a Parish meeting. A concern over the breadth of experience and development between year 7 and 11 young people was raised.

Len Thornton, SCDC Youth Participation Officer is planning to attend the next HPC meeting.

Other Matters

A) Play park Inspections
No faults found on the skate park. Worcester Avenue and Grenadier Walk have also been inspected and there was nothing except further rubbish. The paving slab area in front of the pavilion and scout & guide hut running from the car park to the tarmac path at the skate park could be considered for tarmac in the future. The paving slabs are continually presenting problems.

B) HSSC
HSSC is planning on upgrading the kitchen and big screen. HPC is pleased that improvements will be made. For the kitchen, HPC was not really sure what is intended, in terms of types of food and availability. HSSC is to be asked for more details.

The new club licence was discussed; HPC has now seen a copy of the notice that the sports and social club displayed last summer. The Parish Council has written to HSSC as follows:

As Landlord, Hardwick Parish Council has a duty of care to those residents in the neighbourhood of the Hardwick Sports & Social Club. Hardwick Parish Council therefore requires 6 weeks prior notice of any event in which a bar is running after midnight. Please forward this notification to our Clerk, Lynne Howells email

Please would you also post an advance notice of your programme and times of events on a window such that local residents may see it.

Perhaps you would also remind those leaving your functions of the need to keep noise levels down.

C) Maintenance
The slabs outside the Pavilion need attention. The work was awarded to Mr Bays. Proposed M Farmer, seconded J Stewart unanimously supported.

SCDC nor CCC can provide any support with the recreation ground weeding requirements. Private contractors have been sought. Ian Lawson, Lawson Tree Co has quoted £80 to complete the weeding required and to clean up the paving slabs. Further work of retightening the wire fence, planting some infill (6-12 shrubs) and tidying the area bordering Limes Rd in front of the screen will be an additional £70. This work is to be undertaken. Proposed M Farmer, seconded J Stewart unanimously supported.

The pot hole on St Neots Rd had been repaired last Thursday but has broken up. This will be reported.

Work on the disabled ramp at the Pavilion has been delayed due to problems with the contractor’s current job but should start next week.

Correspondence

A) SCDC – Permanent 2 bay cricket net (see earlier).
B) CALC Affiliation fees for 2006-07 will be increased to £557.09. It was felt that this was a good organisation to be affiliated to and HPC will re join for 06-07.
C) Emusol Ltd – Emusol manufacture acrylic and polyurethane surfaces to the recreational market. Their details were passed to C Fuller.

  1. The village clean up is planned for Saturday 22nd April. A skip from Warton & Clark will be ordered. The School will publicise this in their newsletter and it will go into the Hardwick Happenings.
