Roadworks: Main street and Cambridge Road footpath upgrade

The advance warning signs are up for the Main Street/Cambridge Road Footpath Upgrade.

Starting 8th March, the contractors expect it will take 10 weeks.

The work starts at Egremont Road Junction. You will see a Section 5 “To be

confirmed”. This is on hold while County Council work out the Greenways (Cycle path) options for the Portway. We will try to address concerns on line but please feel free to email the Parish Clerk

Hardwick Sites survey for Greater Cambridge Local Plan (closes 14th February)

 

Update 15/02/2021: This survey is closed now. Many thanks to all residents who contributed. The feedback will be consolidated and sent to Greater Cambridge.

Greater Cambridge Local Plan – site information (update)

Update 18/01/2021

Dear residents,

The Parish Council received an update about the above, from The Greater Cambridge Local Plan team, as per below:

As you are aware, over 650 sites were submitted to us through the ‘Call for Sites’ for consideration as part of developing the new Greater Cambridge Local Plan.

The  sites submitted are currently being assessed by officers against a rigorous methodology, as part of the Housing and Employment Land Availability Assessment. We gather topical information about the sites from sources including the Environment Agency, Natural England, the local highways authority, the Councils’ Environmental Health teams, Historic England and other bodies.

We would now like to give you the opportunity to supplement our information gathering with any knowledge you may hold about any of the submitted sites in your Parish or area covered by your Association.

It is not compulsory in any way to provide this additional information at this point in time and you may wish to wait to read and comment on our assessments at the next stage of plan-making, when we will present our proposed list of sites to take forward through the Local Plan.

Hardwick Community Centre Working Group update

Dear Village Resident,

It seems to have been a long time since our last update to residents about the new Community Centre but throughout the pandemic the work has been progressing and we are now at a point where we can ask the architects to seek planning permission for the project.

We have had several Zoom meetings with the architects to adapt and refine the plans displayed at our last public meeting. See the latest plans of the proposed building and a few key things that have happened since our last public meeting and display are represented below. An elevation of this drawing will be available in a few weeks and will be circulated later.

  • The building has now been sited between the Sports and Social Club and the play area taking up the majority of the footprint of the existing hard tennis court area. The building has been orientated so the cafe will also have potential outdoor seating with views across to the play park.
  • Total expected build cost will be approximately £1.13 million which will include changes to access points, landscaping and extra parking.
  • S106 monies from the two major developments in the village will cover the cost and will be coming on stream in sections as and when the new houses are sold. This is expected to be completed by the end of 2022 with all monies released to the Parish Council, by that time, to cover the cost of the new building.
  • An extra £30,000 has been added to the build costs to provide match officials (football and cricket) with changing facilities attached to, and with access to, the new Community Centre.
  • Various room size options have been included to increase the variety of activities The Community Centre can cater for.
  • There is still an opportunity for us to make minor changes to the internal layout of the building so if you have any ideas there is still time to send them to us for consideration.

As a group we are also pursuing ways to make The Community Centre as eco-friendly as possible and are looking for grants towards helping to achieve this goal.

New affordable homes at Grace Crescent – Hardwick

Dear all,

Please find information below from the South Cambridgeshire New Build team:

The New build Team at South Cambs District Council is shortly to acquire new affordable homes from Hill Residential at Grace Crescent Hardwick.

In total 27 rented and 12 shared ownership properties will be acquired by SCDC and will be transferred to them as they are completed – in four phases between 29 January 2021 and Summer 2021.

If there are any residents who would be interested in any of the homes, please see the next action steps to take.

Cambridge Water – help and support available for people struggling to pay their water bills

Cambridge Water calls for customers to ask for help, if they have been financially affected by COVID-19 or any other reason.  
The call follows research published by CC Water which states that about a third of customers have little awareness that water companies offer support and are less likely to contact them for help. 
Cambridge Water offers a range of support, from payment breaks for people with a temporary financial issue to special tariffs for people on low incomes, as well as payment flexible plans for anyone who needs to budget their payments.  
The figures come from the CC Water annual Water Matters survey report published in August, which also states that under 25s, over 75s, Black Caribbean and minority ethnic groupsand those with no internet access are most at risk of missing out on financial support with bills. 
Rachael Merrell, service delivery director at Cambridge Water, said: 
“We’ve seen a growing number of customers seek help since March when lockdown hit us. 
We have over 1,540 customers benefitting from our Assure tariff, which offers 60% discount for the first year and since March there has been a 10% increase in customers claiming it.  
“We know that people are still finding it hard, so we want to make sure that anyone who is struggling contacts us. They can visit our website, contact us through Facebook or Twitter or give us a call on 0800 587 7701. We’re here to help.”

Re: Area behind the Skate Park

Information from the Parish Council Chairman.
A resident has pointed out that a post on the village Facebook page has asked for spades and a wheelbarrow, to enable excavations to be carried out on the mound at the back of the Skate Park (on the recreating ground)
On inspection it was found that large holes had been dug in the mound, and one of these was under the acoustic fence, and could be dangerous if this is undermined. The resident also reported that branches from the hedge had been cut/broken as well.
Please could this be stopped immediately as this is Parish Council owned land, and the hedge is subject to a Tree Preservation Order(TPO), and any cutting/pruning must be sanctioned by the Trees Officer at SCDC.
If those who are carrying out this work wish to discuss use of Parish Council land, then they can contact the clerk (or any Councillors) and have the discussion as an agenda item for the next Parish Council meeting.

GCP Executive Board – 10th December

Cambourne to Cambridge Outline Business Case

We last issued an update on the Cambourne to Cambridge scheme in June 2020, when the report and Outline Business Case (OBC) for the GCP Executive Board was withdrawn after the Mayor of Cambridgeshire and Peterborough expressed concerns, and indicated that the Cambridgeshire and Peterborough Combined Authority (CPCA) would bring forward an alternative alignment.

Alternative northern routes were recently discussed at the Combined Authority’s Transport & Infrastructure Committee on 4 November, where it was confirmed that northern routes were more expensive, and performed less favourably, than the current GCP proposal.
The Committee did not support the northern alignment and the CPCA has not put forward any alternative proposal to the Executive Board.

In light of this, the GCP Executive Board will now discuss the OBC for the scheme at their next meeting on 10th December.
The Board is recommended to note the preferred route and Scotland Farm travel hub location, and to agree to undertake an Independent Audit Review of the scheme to report to the Board in July 2021.

A public consultation on the detailed design and environmental impacts and mitigations for the scheme – as part of the Environmental Impact Assessment – would be launched in the second half of the year subject to the findings of the audit review.
